BRIEF DESCRIPTION
Pembroke North, located just east of Wayne's historic downtown in Radnor Township at East Lancaster Ave. on Pembroke Ave., is a luxury condominium development consisting of 54 flats on 2.59 acres of land currently under construction with anticipated delivery of units commencing in the first quarter of 2008. Three three-story buildings will sit atop a partially subterranean parking structure, containing 92 parking spaces and secure bicycle racks.

Conceived and designed by a dynamic team of professionals, Pembroke North sets its sights high as a sustainable development moving forward with the Greater Philadelphia region. The Developer is Razak Company, a Philadelphia-based real estate company dedicated to creating intelligently designed and environmentally responsible projects in the Philadelphia region.

As an infill project, the residences are designed to balance downtown Wayne's current mix of retail and office uses all within walking distance of banks, parks, grocery and convenience stores, restaurants and the St. Davids’ R5 station. By supporting the nearby commercial uses, and promoting walk-ability and public transit, Pembroke North is designed to integrate into the existing community fabric. Pembroke North is the first multi-family residential building to be registered for LEED certification in the Philadelphia area. The project is designed to effectively protect, conserve, and mitigate damage to open space, water, air quality and important ecosystem components.

The Project meets the stringent criteria of the Delaware Valley Smart Growth Alliance, and was recognized as an example of smart growth development in the region in April 2006.

SUSTAINABILITY NARRATIVE
Pembroke North is designed to effectively protect, conserve, and mitigate damage to open space, water, air quality and important ecosystem components. From inception, the Partners’ vision was to create beautifully designed residences using environmentally-friendly techniques and materials.
Prior to re-development, the 4.1 acre site was the home of the Main Line Land Rover Dealership and had an impervious surface coverage ratio of 92%. A new building was completed in September 2006, and the dealership was moved into a new state of the art facility housed on one third of its former space.

Environmental Remediation
As the site of a former iron works foundry and automotive dealerships, the site contained soils with by-products of iron and steel fabrication as well as constituents usually associated with an automotive service facility. All impacted soils have been segregated, classified and disposed of off-site in order to demonstrate attainment with residential standards as established by the Pennsylvania Department of Environmental Protection (PADEP). In addition to the site clean-up, Pembroke North will restore a variety of environmental habitat, returning one acre of currently paved surface to grass and landscaping, while also systematically protecting existing trees.

Transit Oriented Development (TOD)
Pembroke North's location in Wayne offers a chance to introduce urban characteristics into a traditionally suburban market and is less than a half mile to SEPTA’s St. Davids R5 station linking residents to Center City and points beyond with an extremely easy commute. Taking advantage of existing infrastructure and nearby transportation links, including train and bus, Pembroke North is interwoven into the existing community fabric. It is located within a half-mile of downtown Wayne and other land uses and transportation options thus encouraging residents to walk or bike to school, employment, parks, shops and services and to use public transit. Specific to this purpose, the project has designed a walkway from the residences to variety of adjacent land uses as well as worked with Radnor Township to provide a conditional easement to pedestrians.

Respect for Existing Community
Razak Company has met personally and talked with several community members and worked responsibly with local groups to identify, resolve and incorporate local concerns and needs. Designed by renowned architectural firm Venturi, Scott Brown and Associates to respect the visual character of the surrounding area, Pembroke North features rich red brick exteriors with accents of stone stripes, rhythmic windows and bold design elements. The parking design promotes friendly environments and lends to good-quality design by concentrating parking underground and creating a pedestrian streetscape in order to maintain high aesthetic qualities.

Pembroke North enjoys unusually strong support from Radnor Township. The developer has worked closely with Township officials to create a project concept that adheres closely to the Township’s Comprehensive Land Use Plan, published in 2002. The strength of the Township’s commitment was demonstrated by the creation of a totally new R-6 zoning district, allowing an average lot area per dwelling unit of not less than 2,100 square feet.

Pembroke North benefits to the surrounding area and the host community include generating positive economic impacts, support for the school system and for local efforts to encourage alternative transportation, and other improvements to the quality of community life.

Green Design
The three buildings have heating and cooling systems that employ heat pumps connected to extensive underground thermal pipe systems for tremendous energy efficiency. Living in harmony with the earth and reducing individual carbon footprints does not mean sacrificing comfort or control – Pembroke North is proof of a new energy paradigm that is responsible as well as luxurious.

Many key factors had a positive ripple effect throughout the design and "greening" of the structure, such as the site's optimal building orientation which lead directly to an extensive window area that will allow for natural light and excellent views without thermal discomfort or excess energy use. Overall, design and construction are working in cooperation to build a well-insulated, tight building envelope keeping operating costs and environmental impact low. Additional design features were researched and incorporated such as:

LEED Features – Pembroke North is designed to meet Silver certification, the following is a select sample

  • High-efficiency window glass
  • Lighting plan and specified light fixtures designed or chosen to eliminate light trespass
  • Superior indoor air quality; no or low-VOCs in interior materials to improve indoor air quality, (e.g., paints, carpets)
  • Geothermal heating and air-conditioning
  • Energy star kitchen appliances and front-loading, high-efficiency clothes washers
  • Native and adapted plantings eliminate the need for a water-wasting irrigation system
  • Sub-surface stone beds allow storm-water to infiltrate into the ground on-site, rather adding to the region's already over-committed sewer system
  • Ground-granulated blast furnace slag (a waste product) is used in concrete mixes as a cement substitute, thereby reducing CO2 emissions by up to 40%

 

RESULTS
Pembroke North is a sustainable development that was designed and is being constructed to positively impacts its environment.

  • Brownfield Remediation – over 11,0000 cubic yards of impacted soil was removed from the site
  • Restoration of environmental habitat – over 1 acre of formerly impervious surface will be returne to a natural state of grass and landscaping while systematically protecting existing trees.
  • Transit Oriented Development (TOD) – located less than ½ mile to Septa R5 St. Davids train station and walking distance to downtown Wayne, residents at Pembroke north have alternatives to single occupancy vehicle trips.
  • Local and Regional economic impact – beside the direct benefit to local retail and service establishments, creates 54 new ratable households to Radnor Township and Delaware County with minimal impact to existing infrastructure and services.
  • New Storm-water Management system – Reduces storm water runoff by providing for on-site water retention, infiltration or staged release
  • Reduction of construction waste and use of recycled materials
  • Exceptionally designed and built luxury homes will: reduce carbon emissions; save energy; encourage use of public transit, walking and cycling; and support (as well as benefit from) existing regional, state and global communities.
