Alba E. Martinez is President and Chief Executive Officer of United Way of Southeastern Pennsylvania.  Since her appointment in 2004, United Way's campaign has grown each year to a total of $52 million raised in the 2006 campaign, it's largest increase since 1987.  Under Alba's leadership, United Way has developed a Community Solutions Agenda, aimed at maximizing United Way's positive impact on the region through strategic approaches to community problem-solving, financial growth, relationship-building, and sector-leading operational efficiency.

Prior to joining United Way, Alba served as Commissioner of the Philadelphia Department of Human Services (DHS), the city's largest operating department.  At DHS, Alba implemented performance-based contracting in foster care, which significantly increased the number of children leaving care for safe, permanent homes.  She also created a community-based prevention services division to strengthen at-risk families, and an Achieving Independence Center to support older youth leaving the child welfare system.

Previously, Alba served as Executive Director for Congreso de Latinos Unidos, the leading provider of bilingual/bicultural human services in Pennsylvania.  She began her career in Philadelphia in 1985 as an attorney for Community Legal Services.

Alba serves on the boards of the Greater Philadelphia Chamber of Commerce, the Mayor's Children's Commission, the Regional Workforce Investment Board, the Greater Philadelphia Urban Affairs Coalition, the Philadelphia Convention & Visitors Bureau, and the Committee of Seventy.

Alba's community awards include an Honorary Doctorate from Arcadia University, the University of Pennsylvania Fels School of Government Leadership for Results Award, Philadelphia Business Journal's Women of Distinction Award, the Rutgers Law School's Mary Philbrook Public Interest Award, the Puerto Rican Week Festival's Citizen of the Year Award, the Equality Forum's Distinguished Service Award, and the Philadelphia Bar Association's Fidelity Award. 

She holds a law degree from Georgetown University in Washington, D.C., and graduated magna cum laude from the University of Puerto Rico.
